Sure you do. Fly to anywhere in The Forge. Open up the market, switch to the Browse tab, and select the Region filter. Browse through the stuff for sale. Try doing anything for a second or two after you've clicked on a category.

Eh, I don't think so. The drop was dramatic. Like, overnight stuff. We're talking flying through a -0.9 system with 10 belts, 5 times completely, before seeing anything (let alone a big triple BS spawn).
